Valley Center's Community Plan
While the County’s General Plan applies throughout the unincorporated County, there are special issues and objectives that uniquely pertain to Valley Center. These are addressed by the Valley Center Community Plan. In our community plan, goals and policies are defined to provide more precise guidance regarding the character, land uses, and densities within our planning area. Our community plan is part of the General Plan, but bound separately. Our community plan is used to determine the types and density of use that are allowed for any property within the Valley Center community planning area.Our community plan can be more restrictive, but not less restrictive, than the County’s General Plan. For example, if the General Plan limited single family residences to no more than three stories, our community plan could set the limit at two stories, but not at four stories.

There is an interim Community Plan associated with the Draft General Plan. This plan is meant to meet the needs of the community while work on our revised Community Plan is completed.

Work on the Valley Center Community Plan continues in the GPU Subcommittee of the Valley Center Community Planning Group (VCCPG). When

work is complete, the subcommittee will submit the proposed plan to the full Valley Center Community Planning Group. This step is expected in late 2009 or in 2010. The VCCPG may choose to revise the plan. After the VCCPG has adopted the plan, it will be submitted to the Board of Supervisors.
