Background
Because Valley Center is an unincorporated community, the County of San Diego is in charge of our land use matters.


Who is in Charge?

The County Board of Supervisors (BOS) is the final authority within the County government.
The County’s Department of Planning and Land Use (DPLU) handles day-to-day operations. DPLU’s policies and decisions can be appealed to the Planning Commission (PC), and ultimately to the BOS.

GPU Land Use Maps

The San Diego Planning Commission adopted a tentative GPU map for VC in January 2010. Included in the endorsement is the VCCPG recommendation for the Valley Center north and south villages. See our homepage for the map.

General Plan Update (GPU)

San Diego County began revising its General Plan in 1998. There have been a few hiccups along the way. General Plan Update (GPU) is the current effort to revise General Plan. Completion of the proposed GPU is scheduled for the fall of 2010.


Valley Center’s Community Plan
While the County’s General Plan applies throughout the unincorporated County, there are special issues and objectives that uniquely pertain to Valley Center. These are addressed by the Valley Center Community Plan. In our community plan, goals and policies are defined to provide more precise guidance regarding the character, land uses, and densities within our planning area.


GPU Current Status
The county Planning Commission is currently receiving a GPU status report from county staff. After receiving the Planning Commissioners comments, staff will next present to the Board of Supervisors. The staff recommendation consists of close to final land use and mobility maps for each unincorporated community, including Valley Center, and the General Plan goals and policies.


Circulation (Mobility) Map

In January 2010, the Planning Commission recommended a Mobility Map and network for Valley Center. As with the other pieces of the General Plan, the Board of Supervisors will be holding future hearings on the proposed plan. Click here to review the updated Mobility Element.
