Who is in Charge?

The County Board of Supervisors (BOS) is the final authority within the County government.
The County’s Department of Planning and Land Use (DPLU) handles day-to-day operations. DPLU’s policies and decisions can be appealed to the Planning Commission (PC), and ultimately to the BOS.

The BOS created community planning groups to represent unincorporated communities such as Valley Center. The fifteen-member Valley Center Community Planning Group (VCCPG) is our community planning group. This locally-elected group advises DPLU and the BOS on land use matters in Valley Center.
